Designs and manufactures medical products including transport ventilators. Principal Investigator, for several government funded projects. Roles include design, proposals, project reports, diagnostics, management, scientific reports, medical device testing and standards, FDA 510k applications, managing contract manufacturers and quality assurance.
November 2004 – October 2016. Founder, Grants Manager, Corporate Treasurer and Secretary, CEO (6/1/09 to 10/30/16). Spectral Energetics, Inc. (Beavercreek, OH). Directed Government Grants and Contracts on medical device development and radar technology efforts.
October 1997 – December 2014. Founder, Vice President, Director of Engineering, BioSTAR, Inc. (BioAsyst, LLC, Sekos, Inc.) (Germantown, MD). Corporate Treasurer and Secretary. Design, prototype, and manufacturing of medical devices, sensors and systems for monitoring personnel working in hazardous environments. Designed sensors, data handling, and haptic feedback for Advanced Prosthetics. Developed a Tele-medicine project to provide remote monitoring of intensive care patients across the internet. Extensive experience with business plan and Grant/RFP proposal development. Consultant to NASA Ames Research Center, Sensors 2000!, and to the Johns Hopkins University, Applied Physics Laboratory. Collaborative published research with Yale University School of Medicine, New Mexico Institute of Mining and Technology. Principal Investigator, Phase I & II SBIR for NIST “Monitor for Risk of Structural Collapse”.

May 1997 – October 1997. Consultant, Applied Research Associates, Inc (Albuquerque, NM) and BioSTAR Inc, (Germantown, MD). Assessment and Review of the Operational Requirements based Casualty Assessment (ORCA). This project required an evaluation of a software tool and its algorithms for simulating physiological responses to injury, and developing recommendations for improving the accuracy of the simulation based on Combat Casualty database research.
August 1993 – December 1998. Senior Research Engineer, Payload Element Developer, Walter Reed Army Institute of Research, Washington DC. (Employed by American Registry of Pathology). Design engineer for the Space Tissue Loss (STL-A & STL-B) projects, the Cell Culture Module (CCM) and the LSTAT™ and MiniSTAT emergency medical life support units. The STL/CCM projects are automated devices designed to support cell culture (biological) research and have had 18 space shuttle manifests for studying the effects of space-flight on cell cultures. Consultant to the United States Armed Services Special Operations Command. Numerous presentations and training for Astronauts, NASA officials, and Military Officials. Managed several projects and personnel. Developed a Quality Assurance and Configuration Management program plan (ISO-9000). Developed numerous office, experiment, and CASE utility programs and application macros. Other responsibilities include project management, budgeting, evaluation of FDA requirements, record keeping, data and file organization, and developing funding proposals.
July 1991 – August 1993. Consultant, Walter Reed Army Institute of Research, Washington DC. Projects included: A remote experiment control and telemetry system to link pictures, voice, and computer control between a ground station, and the NASA micro gravity testing KC-135 platform. Software development for the control and networking of several data logger computers for the STL-A project. Design a computer control and data processing upgrade for the STL project.
